The Tamil Nadu government has announced a reshuffle involving four senior Indian Police Service officers, bringing changes to the leadership of the Tiruchirappalli City Police Commissionerate, the state police headquarters and the Civil Supplies Criminal Investigation Department.
The transfer orders, issued by the Home Department on October 21, include the movement of Inspector General of Police A. Radhika to the waiting list and the appointment of Rupesh Kumar Meena as Commissioner of Police, Tiruchirappalli City.
The changes have attracted attention because Radhika was recently questioned by a Special Investigation Team examining the handling of sexual offence allegations involving industrialist R. Veeramani, associated with Gem Granites. However, the transfer order does not establish that her reassignment was a disciplinary measure connected to the investigation.
A. Radhika Moved from DGP Office
A. Radhika, who was serving as Inspector General of Police, Administration, at the office of the Director General of Police in Chennai, has been relieved of that assignment and placed on the waiting list.
Radhika previously held important assignments in the Greater Chennai Police, including responsibilities in the Central Crime Branch. Her name has recently figured in reports concerning the Special Investigation Team’s examination of how complaints involving Veeramani were initially handled.
The investigation concerns allegations of sexual offences against minor girls under the Protection of Children from Sexual Offences Act. The allegations against Veeramani remain subject to legal proceedings. Radhika’s questioning by investigators does not establish wrongdoing on her part.
N. Kamini Appointed IGP Administration
N. Kamini, who was serving as Commissioner of Police, Tiruchirappalli City, has been transferred to Chennai. She will take over as Inspector General of Police, Administration, at the office of the Director General of Police and Head of Police Force.
The position involves important administrative responsibilities relating to the functioning of the state police establishment. Her transfer also brings a change in leadership to Tiruchirappalli, one of Tamil Nadu’s major urban centres.
Rupesh Kumar Meena Takes Charge of Tiruchirappalli Police
Rupesh Kumar Meena has been appointed Inspector General of Police and Commissioner of Police, Tiruchirappalli City. He was previously serving as Inspector General of Police, Civil Supplies CID, in Chennai.
As Police Commissioner, he will oversee law and order, crime prevention, public safety, traffic management and policing operations across the commissionerate.
Santosh Kumar Posted to Civil Supplies CID
Santosh Kumar, previously Inspector General of Police in the Economic Offences Wing, Chennai, has been transferred as Inspector General of Police, Civil Supplies CID.
The specialised wing investigates offences involving essential commodities, illegal diversion of regulated goods and violations of relevant supply laws.
Reshuffle Comes Amid Scrutiny of Sensitive Investigation
The movement of Radhika to the waiting list has drawn particular attention because of the ongoing investigation involving Veeramani. Reports indicate that the Special Investigation Team has examined the conduct of the earlier investigation, including the handling of complaints and decisions taken by police officials.

Nevertheless, administrative transfers and investigative findings must be treated separately. The government has not publicly established, through the reported transfer order, that Radhika’s posting change resulted from any finding of misconduct.
What the Changes Mean for Tamil Nadu Police
The reshuffle affects three important areas of policing. Tiruchirappalli receives a new Police Commissioner responsible for the city’s law and order administration. The DGP’s office gets a new officer heading its Administration wing. The Civil Supplies CID receives new leadership for its specialised enforcement responsibilities.
The immediate focus will be on ensuring continuity in these departments as the officers assume their new assignments. The outcome of the separate investigation into the Veeramani cases will remain a matter of public interest.
