The Central Government has appointed Indian Police Service officer Deepali R. Masirkar as Executive Director, Security, at Oil and Natural Gas Corporation Limited, one of India’s largest public sector energy companies.
The appointment was approved by the Appointments Committee of the Cabinet and communicated through an order issued by the Department of Personnel and Training on October 21.
Masirkar, a 2008 batch IPS officer of the Nagaland cadre, will succeed Baljit Singh, a 1996 batch IPS officer of the Jharkhand cadre. Her appointment places her in a senior position responsible for security administration within an organisation that plays an important role in India’s oil and natural gas sector.
Centre Approves Appointment Until May 2029
According to the reported government order, Masirkar’s appointment has been approved for a combined tenure of seven years on central deputation, extending up to May 3, 2029, from the date she assumes charge, or until further orders, whichever is earlier.
She will receive remuneration at Level 14 of the Central Government Pay Matrix. The Appointments Committee of the Cabinet has also approved the curtailment of her existing central deputation assignment as Director in the Ministry of Tribal Affairs.
Who Is IPS Officer Deepali Masirkar?
Deepali R. Masirkar belongs to the 2008 batch of the Indian Police Service and is allocated to the Nagaland cadre. Originally from Nagpur in Maharashtra, she entered the civil services after clearing the UPSC Civil Services Examination in her first attempt.
Her professional career has included assignments in policing, election administration and central government departments. Before her latest appointment, Masirkar was serving as Director in the Ministry of Tribal Affairs, a position she assumed in January 2025.
Experience in Election Administration and Central Government
Masirkar began her central deputation on May 3, 2022, when she joined the Election Commission of India as Director. Her subsequent move to the Ministry of Tribal Affairs expanded her experience in central government administration.
The latest appointment represents another transition in her career, this time to the security leadership of a major energy sector enterprise.
Why Security Leadership Matters at ONGC
Oil and Natural Gas Corporation Limited operates in a sector where security is closely linked to operational continuity. Energy infrastructure includes exploration facilities, production installations, offshore platforms, pipelines, processing facilities and other assets that require coordinated protection.
Security management in such an organisation involves working with operational teams, government authorities and specialised agencies to address potential risks. The responsibilities can include physical security, emergency preparedness, protection of personnel and coordination during security incidents.
As Executive Director, Security, Masirkar will enter a leadership role within this complex operating environment. The exact division of responsibilities will depend on ONGC’s internal organisational structure and delegated authority.
A Senior Appointment in India’s Energy Sector
ONGC occupies an important position in India’s domestic oil and natural gas production. Its operations support the country’s energy supply and involve substantial infrastructure across different locations.
The appointment of a senior IPS officer to this position reflects the importance of experienced security leadership in large public sector enterprises. It also illustrates the wider role played by officers of the Indian Police Service beyond conventional policing assignments.
What Happens Next?
Masirkar’s appointment will take effect upon her assumption of charge in accordance with the government order. She will succeed Baljit Singh and begin her new responsibilities within ONGC’s security administration.
The approved tenure extends up to May 3, 2029, subject to the conditions of her central deputation and any further government orders.
