Sajjan Singh Yadav Appointed New Chief Secretary of Jammu and Kashmir, to Succeed Atal Dulloo

Sajjan Singh Yadav

The Central Government has appointed senior IAS officer Sajjan Singh Yadav as the new Chief Secretary of Jammu and Kashmir, marking an important change in the administrative leadership of the Union Territory.

Yadav, a 1995 batch Indian Administrative Service officer of the AGMUT cadre, will succeed Atal Dulloo, who is scheduled to retire on October 31, 2026.

According to the appointment order issued by the Ministry of Home Affairs, Yadav’s appointment will take effect from November 1, 2026, or from the date he assumes charge, whichever is later.

A New Administrative Leadership for Jammu and Kashmir

The Chief Secretary is the senior most civil servant in the Union Territory and plays a central role in coordinating government departments, overseeing administrative priorities and ensuring implementation of government decisions.

Yadav will take over at a time when Jammu and Kashmir continues to focus on infrastructure development, public service delivery, tourism, investment and administrative reforms.

His responsibilities will include coordinating departments, reviewing development programmes and working with the elected government and the Lieutenant Governor’s administration within their respective constitutional and statutory responsibilities.

Who Is Sajjan Singh Yadav?

Sajjan Singh Yadav belongs to the 1995 batch of the Indian Administrative Service and is part of the AGMUT cadre, which serves Arunachal Pradesh, Goa, Mizoram and various Union Territories.

Over his administrative career, he has held responsibilities in government departments dealing with policy implementation, institutional management and public administration.

His appointment as Chief Secretary represents one of the most significant responsibilities available to a senior IAS officer.

Atal Dulloo to Retire After Serving as Chief Secretary

Outgoing Chief Secretary Atal Dulloo, a 1989 batch IAS officer, is scheduled to retire on October 31. Dulloo assumed charge as Chief Secretary in December 2023 and has overseen administrative coordination across major government departments.

The change in leadership follows his scheduled retirement rather than an unexpected administrative reshuffle.

Why the Appointment Matters

The Chief Secretary’s office has a significant role in ensuring coordination between departments and monitoring the progress of government programmes.

In Jammu and Kashmir, the position also requires coordination across an administrative structure involving the elected government, the Lieutenant Governor and the Union Government.

What Happens Next?

Sajjan Singh Yadav is expected to assume charge on or after November 1, 2026, in accordance with the Ministry of Home Affairs order. Attention will then turn to his administrative priorities and the coordination of ongoing development programmes.
