Navin Mittal Takes Charge of Telangana Rural Development, Bringing Reform Experience to a Key Public Service Portfolio

Navin Mittal IAS

Telangana has entrusted senior IAS officer Navin Mittal with a portfolio that touches everyday life in villages across the state. Under G.O.Rt.No.1553 issued on October 28, the 1996 batch officer has been posted as Special Chief Secretary to Government, Panchayat Raj and Rural Development, Rural Water Supply and Rural Sanitation, succeeding M. Dana Kishore.

The appointment brings an administrator with experience across energy, revenue, education and district administration to a department where the quality of public services is measured not only in policies and budgets, but in drinking water access, sanitation, village infrastructure and responsive local governance.

Mittal, an IIT Delhi alumnus who secured All India Rank 3 in the civil services examination, has worked in several assignments that demanded institutional reform and coordination across departments. His professional profile describes a focus on transparent systems, technology-enabled administration and citizen-facing services.

A prominent chapter of his career was in revenue administration. As Principal Secretary, Revenue, and Commissioner of Land Administration, he was associated with the Bhu Bharati initiative, introduced to address concerns surrounding land records and public access to revenue services. The reform sought to make land administration more transparent and dependable. The programme’s implementation and outcomes will continue to be judged by the experience of landowners and citizens using the system.

In collegiate and technical education, Mittal held the commissioner’s portfolio and worked on strengthening government institutions and their appeal to students. His supplied professional profile credits that period with a substantial shift in admissions towards state-run colleges. Those figures would require independent departmental confirmation before being treated as a measured statewide outcome.

His subsequent Energy Department assignment placed him at the centre of a sector facing rising demand, infrastructure requirements and the transition towards cleaner power. The experience of managing large systems and coordinating complex public institutions could prove relevant in his new role, particularly where rural water supply depends on reliable infrastructure and interdepartmental execution.

The new portfolio also reconnects him with issues familiar from his earlier service as a district collector. Local governance, welfare delivery and practical problem-solving at the district level are central to effective Panchayat Raj administration. His previous district assignments, as described in his professional profile, included initiatives in rural development and e-governance.

For Telangana, the significance of the posting lies in what comes next. Rural water supply and sanitation require sustained maintenance as well as new infrastructure. Panchayat institutions need administrative support, predictable service delivery and coordination between state departments and local bodies. The challenge is to translate policy priorities into visible improvements for communities.

Mittal’s breadth of experience provides a foundation for that task, but the impact of his new tenure will ultimately be reflected in delivery on the ground. His move to Panchayat Raj and Rural Development is therefore more than a change of department: it places an experienced senior administrator in a position to shape services that matter directly to rural households across Telangana.
