Ministry of Power uploads draft green energy rules on its website for comments

The Union Ministry of Power has drafted Electricity Rules, 2021 for promoting renewable energy through Green Energy Open Access for purchase of power and green energy from waste-to-energy plants. The draft rules have been uploaded on the Ministry’s website https://powermin.gov.in/ with the purpose to get comments from people within 30 days.

As per the draft, Appropriate Commission will determine the tariff for green energy. The tariff will be including the cost of average pooled power of the renewable energy, cross-subsidy charges, and service charges covering all prudent costs of the distribution licensee for providing green energy.

The rules also propose guidelines for green energy open access. As per the draft, Appropriate Commission shall formulate regulations for providing Green Energy Open Access to consumers. Within a maximum time period of 15 days, all the applications will be permitted for open access to Green Energy. Consumers with contracted demand/sanctioned load of 100 kW and above shall be eligible to take power through green energy open access. No supply limit has been affixed for the captive consumers taking power under green energy open access as per the draft.

The draft rules comprise of various subheads like Renewable Purchase Obligation (RPO); Green energy open access; Nodal Agencies; Procedure for grant of green energy open access; Cross-subsidy surcharge and Banking.
