Navin Mittal, a 1996-batch IAS officer and All-India 3rd Rank holder in UPSC, is an alumnus of IIT Delhi and a reform-driven administrator with a career marked by innovation and citizen-centric governance.
Currently serving as the Principal Secretary, Energy Department, Government of Telangana, he is leading initiatives to strengthen the state’s power sector with emphasis on renewable integration, efficiency, and long-term energy security.
In his earlier role as Principal Secretary, Revenue and Commissioner, Commissionerate of Land Administration (CCLA), Mr. Mittal introduced the pioneering Bhu Bharati initiative, a comprehensive land revenue reform system. Designed to overcome the shortcomings and lapses of the previous Dharani portal, Bhu Bharati brought in transparency, accessibility, and reliability in land records and services. Launched by the Hon’ble Chief Minister Dr. B. R. Ambedkar Jayanti, it is widely recognized as a transformative step in land administration.
As Commissioner, Collegiate and Technical Education, he steered impactful reforms that strengthened government institutions and elevated academic standards. Under his leadership, government colleges witnessed an unprecedented rise in enrollments, with over 70% admissions shifting towards state-run colleges, reflecting renewed trust in public education.
Earlier in his career, during his stints as District Collector, Mr. Mittal earned a reputation for his people-centric approach, implementing special initiatives in rural development, welfare, and e-governance that continue to serve as models of effective administration.
Across his diverse roles, Navin Mittal has consistently demonstrated a vision for building robust, transparent, and future-ready governance systems. His contributions across energy, land reforms, education, and district administration stand as milestones in Telangana’s governance journey.
