Hyderabad: The Telangana government on Friday issued a fresh set of bureaucratic reshuffles involving senior IAS officers, with key changes in the Agriculture and Commercial Taxes departments. In a move reflecting administrative recalibration ahead of crucial policy cycles, K. Surendra Mohan, IAS (2006 batch), has been appointed as Secretary, Agriculture & Cooperation, while M. Raghunandan Rao, IAS (2002 batch), has been transferred to serve as Commissioner of Commercial Taxes, also assuming additional charge as Commissioner of Transport. 

Major Changes in the Top Echelons

  • Surendra Mohan’s new role: He will replace Raghunandan Rao in the agriculture portfolio and continue to hold functional additional charge (FAC) of Commissioner for Cooperation, Registrar of Cooperative Societies, and Director of Marketing.
  • Raghunandan Rao’s reassignment: He is relieved from the Agriculture & Cooperation Department and posted as Commissioner, Commercial Taxes, replacing K. Haritha. In addition, he holds interim charge (FAC) of the Transport Commissioner post.

Besides these headline changes, the transfer order includes reassignments across district and departmental positions:

  • K. Haritha, IAS (2013 batch), currently Special Secretary in the Education Department, has been posted as Collector & District Magistrate, Rajanna Sircilla, taking over from Sandeep Kumar Jha.
  • Sandeep Kumar Jha, IAS (2014 batch), the outgoing Collector of Rajanna Sircilla, has now been posted as Special Secretary, TR&B Department.
  • Syed Ali Murtaza Rizvi, IAS (1999 batch), has been given FAC of the post of Principal Secretary (Poll), General Administration Department (GAD). He replaces Raghunandan Rao, who was earlier handling the charge.

The government has ordered that all concerned departments implement these postings with immediate effect. 

Context and Implications

These transfers come at a juncture when the agriculture sector is entering a pivotal season and commercial taxes remain under intense scrutiny in Telangana’s revenue strategy. By placing Surendra Mohan in the agriculture role, the state signals a renewed focus on enhancing agrarian outputs, cooperative reforms, and improving marketing mechanisms at the grassroots.

Raghunandan Rao’s move to the Commercial Taxes department is also significant. The department is central to revenue mobilization and interface with the state’s broader fiscal management. His additional handling of the Transport Commissioner’s duties may hint at a push for greater coordination between taxation and transport policy — especially relevant for road cess, haulage regulations, and interdepartmental enforcement.

The inclusion of district-level reassignments (like Haritha and Jha) suggests a wide-ranging administrative reshuffle, likely intended to refresh leadership in key local governance posts.

This is not the first time Surendra Mohan has been in the transfer spotlight: in November 2024, he was among 13 IAS officers reassigned by the state, including a prior posting as Transport Commissioner.
