Shailendra Kumar Assigned Jammu and Kashmir Chief Secretary Charge Until Sajjan Singh Yadav Joins

Shailendra Kumar IAS

Jammu and Kashmir has put in place an interim leadership arrangement following the retirement of Chief Secretary Atal Dulloo on October 31. Senior IAS officer Shailendra Kumar has been directed to look after the charge of Chief Secretary until newly appointed Dr Sajjan Singh Yadav joins the Union Territory.

Government Order No. 1725-JK(GAD) of 2026, dated November 1, assigns the responsibility to Shailendra Kumar, a 1995-batch AGMUT cadre officer. He serves as Financial Commissioner (Additional Chief Secretary), Finance Department, and holds additional charge of the Agriculture Production Department.

The arrangement is intended to maintain continuity in the highest administrative office during the transition. Yadav, also a 1995-batch AGMUT cadre officer, was appointed by the Centre in October, with the effective date tied to his joining.

The order should not be interpreted as replacing Yadav’s appointment. It specifically provides for Kumar to look after the office only until the incoming Chief Secretary joins.
