The measure is intended to ensure that decisions on evacuation, shelter, public safety and restoration of essential services can be taken without delay if conditions deteriorate.

District collectors play a central role in coordinating police, health services, local bodies and disaster management teams during severe weather. Their presence on the ground can help ensure that warnings translate quickly into practical assistance for communities.

The reported instructions underscore the importance of early coordination, even before a weather emergency reaches its peak.
