Ladakh Administration Allocates Key Departments to IAS Officers for Effective Governance

Leh, March 2, 2026: The Union Territory (UT) Administration of Ladakh has issued a major administrative order assigning portfolios to senior Indian Administrative Service (IAS) officers to streamline governance and strengthen sectoral oversight across the mountainous region. The move, formalised through an order by the General Administration Department on the recommendation of the Civil Services Board, aims to ensure focused leadership in key developmental and regulatory areas.

At the forefront of the appointments, Chief Secretary Ashish Kundra has been given responsibility for several pivotal departments including Finance, Home and Vigilance (CVO), Forest, Ecology and Environment, and Revenue. In addition to these core portfolios, he will also function as Advisor to the Lieutenant Governor, underscoring the critical role of the top bureaucrat in steering administrative coherence.

The reshuffle also sees Dr. Laltinkhuma Franklin appointed as Commissioner Secretary with charge of Health and Medical Education, Planning, Development and Monitoring, while serving as Secretary to the Lieutenant Governor. He will additionally oversee finance-related matters with responsibilities extending to State Taxes, Excise, Accounts and Treasuries.

Among other significant assignments, Administrative Secretary Sanjit Rodrigues will manage Housing and Urban Development as well as Tourism and Culture, while Rahul Sharma takes charge of departments such as Transport, Elections, Food and Civil Supplies, and will serve as Chief Electoral Officer and Inspector General of Registration. 

Other departmental leads include responsibilities for Industries, Agriculture, Rural Development, Education, Disaster Management, and Public Works, each entrusted to experienced secretaries to enhance functional accountability and governance delivery.

Officials noted that this sector-wise allocation of duties is part of sustained administrative efforts to improve coordination, expedite development initiatives, and address complex challenges in one of India’s strategically significant Union Territories.
