Malappuram (Kerala): In a key administrative development, 2016-batch IAS officer Dr Vinay Goyal has assumed charge as the District Collector and District Magistrate of Malappuram, marking a transition from his impactful tenure in Kerala’s health administration to grassroots governance in one of the State’s most populous districts.
Dr Goyal, who previously served as Mission Director of the National Health Mission (NHM), described his move as both emotional and purposeful, reflecting on his close association with the health sector.
“With the new Government order posting me as District Collector of Malappuram, it’s time to bid farewell to the health department – a department very close to my heart. The journey of the last 18 months has been fabulous for me… The exposure and learnings in these 18 months have been tremendous,” he shared.
From Health Systems Leadership to Field Administration
During his tenure in the health department, Dr Goyal handled multiple responsibilities, including leadership roles connected to NHM, KMSCL, e-Health, and ABDM initiatives, gaining cross-sectoral experience in healthcare delivery, digital health, and institutional management.
“Although Mission Director, National Health Mission was my major role, having the charges of KMSCL, E-health and ABDM gave me comprehensive and cross-cutting exposure. I tried to give my best in all the four positions I held,” he noted.
He credited the State leadership and professional health cadre for enabling large-scale programme execution.
“The satisfaction of serving the people of Kerala in the health department is something which will stay with me forever,” he said, expressing gratitude to Health Minister Veena George and Additional Chief Secretary Rajan Khobragade for their guidance and support.
Dr Goyal also highlighted the scale of responsibility he handled while leading a workforce of over 40,000 personnel across the health system, calling it “a daunting task made easier by a dedicated professional cadre.”

Public Health to Remain a Core Priority
Even as he moves into district administration, Dr Goyal underscored that public health will remain central to his governance approach.
“I am taking all my learnings to my new posting. Public Health will always be a priority in my new role where I will be directly involved in the execution of policies at the district level.”
Assumes Charge in a District of Strategic Importance
Upon taking charge, Dr Goyal also assumed responsibilities as Executive Officer of the Kerala State Haj Committee.

Describing his new assignment, he emphasised Malappuram’s demographic scale and cultural richness.
“From the land of Lord Padmanabha, now it’s my turn to serve the ‘Land of Hills’. I am grateful to get a chance to serve around five million people of Malappuram in a very impactful manner. Will try to give my best.”
Malappuram, known for its vibrant heritage and economic dynamism, is home to several historic mosques and major ecological landmarks such as the Nilambur Teak Forest, Kodikuthimala, and Arimbra Hills (popularly called Mini Ooty).
Administratively, the district comprises 16 Assembly constituencies, seven taluks, and over 130 villages, making it a complex and high-priority governance unit.
An Officer with a Unique Academic Blend
Dr Goyal brings a rare interdisciplinary background to the role- combining medical training with public health and public policy education. His transition from statewide programme leadership to district administration is expected to strengthen convergence between healthcare delivery, digital governance, and welfare implementation at the grassroots level.
