IAS Hemraj Bairwa Appointed Deputy Secretary in Union Ministry of Power

IAS Hemraj Bairwa

Hemraj Bairwa, a 2013 batch Indian Administrative Service officer of the Himachal Pradesh cadre, has been appointed Deputy Secretary in the Union Ministry of Power under the Central Staffing Scheme.

The Department of Personnel and Training issued the appointment order on October 26. His tenure will run for four years from the date he takes charge, or until further orders, whichever comes earlier. The Himachal Pradesh government has been asked to relieve him of his current responsibilities so he can join the ministry in New Delhi.

Bairwa is currently serving as Deputy Commissioner of Kangra district, headquartered in Dharamshala. The move takes him from the daily demands of district administration to a ministry responsible for coordinating national electricity policy and programmes.

An IIT Kanpur graduate in computer science and engineering, Bairwa has worked across several areas of public administration. His earlier assignments include responsibilities in district governance, public health, higher education and rural development. He has served as Deputy Commissioner of Kinnaur and as Mission Director of the National Health Mission in Himachal Pradesh.

The Ministry of Power oversees central policy on electricity generation, transmission and distribution, while working with states and other institutions on the sector’s development. Bairwa’s appointment brings experience in public service delivery and interdepartmental coordination to this national setting.

The appointment order also refers to the requirement that officers selected under the Central Staffing Scheme join within three weeks of the order. Bairwa’s central deputation tenure will begin only when he formally assumes charge.
