The Telangana State Renewable Energy Development Corporation (TSREDCO) has been nominated as the SDA for implementing and strengthening all the energy conservation activities in Telangana State with the support of Bureau of Energy Efficiency (BEE), Ministry of Power, Govt. of India and State Government under the Provisions of the Energy Conservation Act 2001.
The Standards & Labeling Programme is one of the major thrust areas of BEE. The key objective of this scheme is to provide the consumer an informed choice about the energy saving and thereby the cost saving potential of the relevant marketed product. The scheme targets display of energy performance labels on high energy end use equipment & appliances and lays down minimum energy performance standards. BEE has identified 28 appliances under this programme. 10 appliances are under mandatory category and reaming are under voluntary category. Energy Conservation Building Code (ECBC): To address the energy consumption in commercial buildings, BEE has developed ECBC in 2007. ECBC plays a key role in reduction of Energy Performance Index (EPI) of the commercial buildings with an appropriate planning mechanism that can be followed since the building construction plan designing. Further, BEE has also released updated ECBC version i.e., ECBC 2017 and Eco Nivas Samhita for Residential buildings.
In Telangana ECBC shall be applicable to commercial buildings and other Non-Residential Buildings that have a plot area of more than 1000 Square Meters or built-up area of 2000 Square Meters. Certain categories of buildings such as Multiplexes, Hospitals, Hotels, and Convention Centers irrespective of their builtup area.
Telangana is one of the leading states in India to adopt mandatory Energy Conservation Building Code (ECBC) and first in the country to incorporate the mandatory compliance through online building approval system and practically implementing the same successfully.
Energy Conservation Act 2001
The Act provides for the legal framework, institutional arrangement and a regulatory mechanism at the Central and State level to embark upon energy efficiency drive in the country. The Energy Conservation Act became effective from 1st March, 2002 and, under the provisions of EC Act 2001 Bureau of Energy Efficiency (BEE) has been established on 1st March, 2002. Energy efficiency institutional practices and programs in India are now mainly being guided through various voluntary and mandatory provisions of the Energy Conservation Act. The EC Act was amended in 2010 and the main amendments of the Act are related to ESCerts Trading, Fixation of value of per metric ton of oil equivalent and reduction of ECBC Complied constructions loading i.e, connected load from 500 kW of 100 kW or contract demand of 600 kVA to 120 kVA etc. Government of India is also in the process of amending the Act and will be notified shortly which would include several developmental aspects in the recent past.
National Mission for Enhanced Energy Efficiency
National Mission for Enhanced Energy Efficiency (NMEEE) is one of the eight missions of National Action Plan on Climate Change (NAPCC). There are four activities under NMEEE i.e., PAT, MTEE, EEFP & FEEED
Perform, Achieve & Trade Scheme (PAT) for Designated Consumers:
Mandated decrease in energy consumption in 478 designated consumers in Pat Cycle I belonging to eight most energy intensive industrial sectors in India. Energy Saving Certificates (ESCerts) are issued to consumers who over-achieve the target which can be traded with underachievers. Impact: 4-5% decline in specific energy consumption in 2015 as compared to 2012. Saving of 8.64 million TOE (Tonnes of Oil Equivalent) has been achieved in India from PAT Cycle I and PAT Cycle II commenced from 1st April, 2016 and was completed on 31st March 2019. Implementation of PAT cycle -II has resulted into total energy savings of about 13.28 million TOE translating into avoiding of about 61.34 Million Tonnes of Carbon dioxide emissions. PAT Cycle III M & V is under progress, PAT cycles IV, V VI & VII are under Progress.
Status in Telangana
In the seven cycles, 69 DCs covering 8 sectors such as Thermal power plants, Cement, Pulp & Paper, Iron & Steel, Textile, DISCOMs, Railway and Commercial buildings (hotels) etc., have been targeted in Telangana State. Leading as an example in succesful implementaion of Energy Efficiency Demonstrations in Government Schools, Government Departments, Hospitals etc., across Telangana with BEE Support
Market Transformation for Energy Efficiency (MTEE) |
Under MTEE, two programmes have been developed i.e., Bachat Lamp Yojana (BLY) to promote energy-efficient lighting in India and linked up with the CDM. Super-Efficient Equipment Programme (SEEP) is another program developed by BEE under MTEE and is designed to bring accelerated market transformation for superefficient appliances by providing financial stimulus innovatively at critical point/s of intervention.
Under this Model, TSREDCO initiated the distribution of energy efficient appliances such as LEDs, BLDC Fans and LED Tubelights at affordable price to the end user. In parallel to this. M/s EESL is also distributing the EE appliances under UJALA, ESEAP etc.
Energy Efficiency Financing Platform (EEFP):
EEFP is to provide a platform to interact with Financial Institutions (FIs) and project developers for implementation of energy efficiency projects. Under this programme, MoUs have been signed by BEE with M/s. PTC India Ltd, M/s. SIDBI, HSBC Bank, Tata Capital and IFCI Ltd to promote financing for energy efficiency projects.
Framework for Energy Efficient Economic Development (FEEED)
- FEEED focuses on developing appropriate fiscal instruments to promote energy efficiency financing. In this context, two programmes have been commenced i.e. Partial Risk Guarantee Fund for Energy Efficiency (PRGFEE) and Venture Capital Fund for Energy Efficiency (VCFEE)
- Energy Efficiency in Small and Medium Enterprises (SMEs): BEE is implementing various EE activities in SMEs through the cluster development with the support of multinational funding agencies.
- Municipal Demand Side Management (MuDSM):
Telangana State is successfully implementing the Municipal Demand Side Management activities for the reduction of energy consumption at Municipal level. Hyderabad is the only city that has replaced more than four lakh existing energy in-efficient streetlights with energy efficient LED Streetlights in India. The programme has avoided the energy demand by 40 MW only in Hyderabad. LED Streetlights are also installed in 140 ULBs across Telangana by EESL under SLNP through ESCO mode.
Under Capacity building of ULBs, TSREDCO has conducted 19 no. of hands-on training programs to HMWSSB officials with the support of Bureau of Energy Efficiency. During this initiative, Theoretical sessions and Practical Sessions in energy efficiency improvements has been explained to the ULBs. - Agricultural Demand Side Management (AgDSM): TSREDCO in coordination of Agricultural Technology Application Research Institute (ATARI) conducted series of awareness workshops through KrishiVignyanKendras (KVKs) to the formers in the state of Telangana and other states such Andhra Pradesh, Puducherry and Tamil Nadu.
- Energy Efficiency Demonstrations: Telangana Successfully implementing the energy efficiency demonstration programmes such as Model Energy Efficient Village Campaign, State Partnership for Energy Efficiency Demonstrations and EE demonstrations in Government Schools, Hospitals. The details of the demonstration programmes implemented is presented below:
- Student Capacity building Programme: Under this programme in Telangana around 300 Energy Clubs in Schools have been established where students are involved in the energy conservation practices in the school. Further, TSREDCO installed EE appliances in the respective schools based on the energy efficient improvement measures identified by the students in the respective schools.
- State Energy Conservation Fund (SECF) implementation: As State Energy Conservation Fund (SECF) is one of the key initiatives of State Government under the Energy Conservation Act 2001, Government of Telangana had established SECF in the state and constituted the steering committee for its effective implementation in the state. As an initiation of effective implementation of SECF, Government of Telangana have selected Nizam’s Institute of Medical Sciences (NIMS), Hyderabad and directed TSREDCO to conduct a study on energy efficiency improvement and implement the identified measures to covert the NIMS campus to energy efficient campus which shall reflect the Government of Telangana’s commitment towards energy conservation in Telangana’s hospital sector. Government of Telangana successfully completed the energy conservation study in the NIMS and initiated the implementation process.
- Installation of LED streetlights in Gram Panchayats of Telangana State: Government of Telangana had initiated the process of installation of LED streetlights in 12753 Gram panchayats across Telangana with Centralized Control and Monitoring System (CCMS) and its integration under ESCO mode with the support of EESL. The programme is under implementation.
TSREDCO received Second Prize during 30th National Energy Conservation Awards Programme -2020 under State’s Performance Category
- Capacity Building of DISCOMs Programme:
Bureau of Energy Efficiency has commenced a program on “Capacity building of Distribution Companies (DISCOMs)” with an objective of capacity building of DISCOMs for carrying out load management program, development of DSM action plan and implementation of DSM activities in their respective areas, thereby reducing peak electricity demand. This programme was initiated in two phases. Phase I: During the financial year 2012-2017, 34 DISCOMs participated in this program. Phase II: During the financial year 2017-2020 remaining 28 DISCOMs participated. TSSPDCL & TSNPDCL are participated in the Phase II, for initiating this programme in Telangana, a tri-patriate agreement has been signed by BEE, TSREDCO and TSSPDCL/TSNPDCL and BEE appointed Confederation of Indian Industry (CII) as Project Management Consultant (PMC). Accordingly, CII has conducted Training of Trainers and circle level trainings for both the DISCOMs followed by Load Research Study in both the DISCOMs. Draft Load Research Report has been submitted.
TSREDCO is working towards implementation of provisions under Energy Conservation Act 2001 in the state through workshops/ training programmes to all stakeholders on PAT scheme, ECBC, AgDSM, MuDSM, Energy Efficiency in SMEs, Standards & Labels and other Energy Conservation activities etc. Broadcast energy savings, energy walks, debates, short films, rallies, setting up hoardings, radio jingles were done.
As Telangana is one of the leading state in India working proactively towards sustainability, TSREDCO as SDA with the support of Government of Telangana noticed the importance of recognizing the efforts taken by the stakeholders towards reducing the energy consumption in their respective sector and awarding them the prestigious Telangana State Energy Conservation Awards (TSECA) every year during the Energy Conservation week celebrations.TSREDCO had appointed inspecting officers in the state for monitoring the schemes which are under implementation in the state under due guidance of BEE.
