Dr. B. Kalyan Chakravarthy, IAS

Dr. B. Kalyan Chakravarthy, IAS (Assam–Meghalaya cadre, 1995), is a reform-driven civil servant known for marrying rigorous academic grounding with on-ground execution. An engineer-turned-administrator, he holds a B.Tech in Mechanical Engineering from IIT Madras, an MBA from IIM Ahmedabad, and further pursued law and doctoral research at Osmania University—an uncommon blend that underpins his cross-sector approach to governance. 

Currently serving the Government of Assam, he has held senior portfolios including Additional Chief Secretary (Labour Welfare; Panchayat & Rural Development; Cultural Affairs; Skill, Employment & Entrepreneurship) and Chairman, State Level Recruitment Commission (SLRC) for Class-IV posts—roles in which he has been central to workforce policy, rural transformation and transparent recruitment. Recent government notifications and official listings reflect these assignments and subsequent reshuffles.

Earlier, as Director General of the Environment Protection Training & Research Institute (EPTRI), Hyderabad, he led capacity-building and policy initiatives across climate, environment and sustainability, while also holding additional charge as Special Secretary, Environment, Forest, Science & Technology. His environmental leadership has included representing Indian state delegations at major global climate forums such as COP21 in Paris and related clean energy ministerials. 

Dr. Chakravarthy’s transformative track record spans disaster management, economic governance and logistics. He oversaw flood relief and rehabilitation operations in Assam, implemented the World Bank–supported Assam Agricultural Competitiveness Project (AACP) to boost rural livelihoods, and introduced high-impact IT reforms in taxation and food supply chains that became national models. He also championed opening inland waterway routes with Bangladesh for foodgrain movement, cutting costs and time while decongesting roads—an example of his systems-thinking on connectivity.

In recent years, he has focused on building a future-ready skills ecosystem. Working with industry and academia, he has pushed STEM and skills integration, driven upgrades of ITIs and polytechnics into centres of excellence, and engaged with the Assam Skill University initiative to align training with market demand. These efforts emphasize employability, entrepreneurship and partnerships with industry. 

Beyond policy rooms, Dr. Chakravarthy has promoted culture and youth development—supporting large-format events and sports outreach (including hosting international boxing), and streamlining cultural administration.
