Hyderabad: In a significant administrative reshuffle by the Telangana government, senior Indian Administrative Service (IAS) officer Jayesh Ranjan has been entrusted with the additional charge of Special Chief Secretary (Metropolitan Area & Urban Development) under the Hyderabad Metropolitan Development Authority (HMDA) limits. The Government Order, issued on December 25, saw Ranjan relieved Chief Secretary K. Ramakrishna Rao from holding the post in full additional charge (FAC), marking a new chapter in the officer’s recent career trajectory. 

Under the transfer orders signed by Chief Secretary Ramakrishna Rao, Ranjan will continue to retain his existing responsibilities as Special Chief Secretary for Youth Advancement, Tourism & Culture (YAT&C), Sports, and Director of Archaeology, even as he takes on the sprawling HMDA portfolio. Meanwhile, the FAC for Special Chief Secretary & CEO of the Industry & Investment Cell and SPEED (Smart Proactive Efficient and Effective Delivery) has been assigned back to the Chief Secretary.

The latest development comes on the heels of a series of strategic reassignments involving Jayesh Ranjan over the past year:

  • Special Chief Secretary for Information Technology and Industries:
    Earlier in April 2025, the Telangana government moved Jayesh Ranjan out of his long-held post as Special Chief Secretary for Industries and Information Technology, a role in which he was instrumental in driving investment and tech growth for the state. This post was taken over by Chief Secretary K. Ramakrishna Rao as part of a wider bureaucratic reorganization at that time. 
  • CEO, Industry & Investment Cell and SPEED:
    Following the IT/Industries shift, Ranjan was appointed as CEO of the Industry & Investment Cell in the Chief Minister’s Office and given charge of the state’s flagship delivery initiative, SPEED. These assignments underscored the government’s continued reliance on his administrative acumen to steer investment facilitation and efficient governance. 
  • Tourism & Culture Portfolio:
    Concurrently, Ranjan also picked up the additional responsibilities of Special Chief Secretary for Youth Advancement, Tourism & Culture, and Director of Archaeology, expanding his portfolio into sectors involving cultural promotion and youth engagement. 
  • New HMDA Role:
    The December 2025 reshuffle marks Ranjan’s latest transition, placing him at the helm of urban planning and metropolitan governance for the expanded Hyderabad region. The Greater Hyderabad Municipal Corporation (GHMC) recently expanded its jurisdiction to 300 wards and 12 zones, intensifying the administrative focus on urban development and civic services. With Ranjan now overseeing HMDA limits, the responsibility for shaping the city’s growth strategy rests increasingly with his leadership.
