Hyderabad : In a significant administrative exercise aimed at strengthening governance and realigning departmental leadership, the Telangana government has ordered the transfer and posting of 45 Indian Administrative Service (IAS) officers across key departments, district administrations, and state institutions.

The large-scale reshuffle includes senior-level changes as well as district-level reassignments, reflecting a strategic effort to improve administrative efficiency and redistribute responsibilities across sectors. 

Key Changes at the Senior Bureaucratic Level

One of the most notable changes involves Sanjay Kumar, who has been moved from his role as Special Chief Secretary handling Industries and Information Technology, Electronics and Communications (ITE&C). He will now serve as Special Chief Secretary for Rural Development, Rural Water Supply and Sanitation, and Rural Sanitation & Drinking Water, replacing N. Sridhar. 

N. Sridhar, in turn, has been appointed Principal Secretary for ITE&C and Industries & Commerce, while continuing to hold Full Additional Charge of the Mines & Geology portfolio. 

Sabyasachi Ghosh has been redesignated to handle the Implementation of Flagship Welfare and Developmental Schemes along with Corporate Social Responsibility (CSR) initiatives. 

M. Dana Kishore has been placed in Full Additional Charge as Special Chief Secretary (Disaster Management) in the Revenue Department. 

Rahul Bojja, earlier Principal Secretary in the Irrigation & Command Area Development (I&CAD) Department, has been shifted to the General Administration Department (Political) and given additional charge of the BC Welfare Department. 

Finance, Planning and Institutional Appointments

Dr. Gaurav Uppal has been transferred to serve as Secretary, Finance and Planning Department, and has also been assigned additional responsibility as Managing Director of the Telangana Medical Services and Infrastructure Development Corporation.

B. Vijiendra, previously Mahabubnagar Collector, will now serve as Secretary of the Telangana Social Welfare Residential Educational Institutions Society and Commissioner for Scheduled Castes Development. 

D. Divya has been given additional charge as State Nodal Officer for Prajavani, while Adwait Kumar Singh has been posted to Telangana Bhavan in New Delhi as Special Secretary (Coordination). 

District-Level Reassignments

The reshuffle also saw extensive movement among district collectors and field administrators:

  • M. Hanumantha Rao has been appointed Director of Endowments and given additional responsibilities linked to Godavari Pushkaralu. 
  • Sikta Patnaik has been posted as Special Secretary in the Finance Department.
  • Sandeep Kumar Jha has been appointed Collector of Jangaon district.
  • Pamela Satpathy has been moved as Special Commissioner of Labour. Anuraag Jayanti has been posted as Collector of Yadadri Bhuvanagiri. Rahul Raj P.S. has been assigned as Special Commissioner for Cooperation and Registrar of Cooperative Societies. 

Further changes include new postings for collectors in Karimnagar, Narayanpet, Mahabubabad, Vikarabad, Medak, Bhadradri Kothagudem, Hanamkonda, Mahabubnagar and several other districts. 

Administrative and Urban Governance Changes

Several officers were reassigned to urban administration, public utilities, and infrastructure bodies:

  • MD. Musharraf Ali Faruqui has been shifted to head a newly formed power distribution company. 
  • Jitesh V. Patil has been appointed Chairman and Managing Director of TGSPDCL. 
  • Shivendra Pratap has been posted as Joint Managing Director of Hyderabad Metro Rail Limited. 
  • Multiple Additional Collectors have been reassigned across districts to strengthen local governance structures. 

Such periodic transfers are a routine administrative mechanism used by the state government to rotate officers, fill key vacancies, and align leadership with evolving governance priorities. The exercise is expected to bring renewed focus to rural development, infrastructure delivery, welfare implementation, and urban management. 

A Broad-Based Administrative Reset

The transfer of 45 IAS officers marks one of the more extensive bureaucratic reorganisations in recent months, touching nearly every major sector—from rural development and finance to irrigation, welfare, and municipal governance.

The reshuffle is seen as an attempt to recalibrate administrative machinery for improved coordination and execution of government programmes across Telangana.
