From Karimnagar Collector to Hyderabad’s Metropolitan Leadership: Sarfaraz Ahmad’s Expanding Responsibilities

Sarfaraz Ahmad IAS

Sarfaraz Ahmad’s expanded responsibilities following Telangana’s October 28 IAS reshuffle have brought renewed attention to an administrative career that connects district governance in Karimnagar with the increasingly complex task of managing metropolitan Hyderabad. The 2009 batch Telangana cadre IAS officer is serving as Metropolitan Commissioner of the Hyderabad Metropolitan Development Authority (HMDA), a position he assumed in June 2024.

Karimnagar: A defining chapter

Long before his responsibilities widened in Hyderabad, Ahmad served as District Collector and District Magistrate of Karimnagar from October 2016 to December 2019. He had also worked in Karimnagar earlier in his career as Assistant Collector. These assignments gave him direct experience of district administration and public service delivery. His work in the district formed an important part of his progression into senior state-level roles.

His Karimnagar tenure also drew national recognition. A published leadership profile credits him with the Prime Minister’s Award for Excellence in Public Administration in 2018 for implementation of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana, alongside other honours for public administration and election management.

From Warangal to statewide responsibilities

Ahmad’s experience extends beyond Karimnagar. He served as Municipal Commissioner of Warangal, bringing him into the operational side of urban administration. He later held the Prohibition and Excise portfolio and served as Joint Chief Electoral Officer of Telangana. His move to HMDA in June 2024 placed him at the centre of planning and development across the Hyderabad metropolitan region. He subsequently received additional charge as Managing Director of Hyderabad Growth Corridor Limited.

What changed in the October reshuffle

The Telangana government’s October 28 reshuffle, issued through G.O.Rt.No.1553, expanded Ahmad’s metropolitan administration responsibilities. The state government’s Municipal Administration and Urban Development directory lists him as Secretary to Government for metropolitan urban administration and Special Officer for HMDA limits on full additional charge. These are additional assignments, not evidence of a promotion to a higher IAS service grade.

Why the expanded role matters

The administrative demands of Hyderabad extend well beyond a single municipal boundary. Metropolitan planning, growth corridors, transport links, development permissions and coordination among civic agencies all require sustained attention. Ahmad’s experience as a district collector, municipal commissioner and head of HMDA provides a broad background for these responsibilities. The measure of the latest changes will be how effectively the agencies work together and how visibly that improves public services and urban planning.

For an officer who once oversaw district administration in Karimnagar, the latest assignment represents a wider span of responsibility in one of India’s fastest growing metropolitan regions. The reshuffle was announced on October 28; its significance now lies in the implementation that follows.
